    Over the last decade, the number of car owners in the EU has increased by 14.3%. Italy and Luxembourg became the leader in motorization. For every thousand people, there are 684 and 678 cars, respectively.

    Finland (661) and Cyprus (658) are also among the countries with the highest level of car ownership. Germany and Poland show average indicators – 555 and 571. And the lowest were recorded in Hungary, Romania and Latvia – 424, 417 and 414 cars per thousand people.

    In Ukraine, in comparison, there are 245 cars per thousand residents. The largest number of car owners is in the Kyiv and Volhynia regions, the least is in the Lviv, Chernihiv, and Zakarpattia regions.

    More than 10,000 cars were re-registered through Diya

    Since the release of the online service, Ukrainians have registered approximately 9% of car purchase contracts through the app. Making an application online takes up to 15 minutes. Complete re-registration without additional checks takes place within an hour.

    But some users receive a refusal when using the service. This mainly happens when there is information about the load on the vehicle.

    «Diya`s» information systems are fully integrated with the databases of the Ministry of Justice. If electronic re-registration is refused, citizens must contact the service center of the Ministry of Internal Affairs.

    Which of the owners is at risk of car mobilization

    The ongoing state of war in Ukraine requires mobilization measures for everyone, including the car owners. If necessary, any vehicle can be compulsorily alienated, mobilized or removed for a fee.

    But the following measures:

    • are used only in exceptional cases to support the defense capacity of the country;
    • are carried out in accordance with the law and the procedure that is approved by the law.

    Seizure of personal property is carried out only from private individuals and with a proper financial compensation. The compensation can be paid in parts over five years after the end of the martial law.

    During mobilization, the ownership remains with the owner of the car. Vehicles, as a rule, are not taken from private individuals, but from enterprises. Mobilization is carried out in accordance with the plans and restrictions specified in the registers of the Ministry of Defense. After the end of the martial law, the cars are returned to the owner.

    Compulsory alienation is a confiscation of a car with mandatory compensation to the owner of the market value. It is initiated by the military-civilian administration and the military command after coordination with local authorities.

    Canada suffers from mass car thefts

    The government of Canada announced the holding of a national summit on the problem of mass car theft on February 8. According to the authorities, the rate of this type of crime is increasing rapidly across Canada.

    In 2022, the increase in car thefts in Atlantic Canada was 34.5%, Ontario – 48.3%, Quebec – 50%. The Canadian Finance and Leasing Association (CFLA) estimates that 9,600 cars have disappeared from the greater Toronto area. This is three times more than in 2015.

    A large proportion of stolen vehicles end up in the Middle East and Africa, making it impossible to recover them. Cars that remain in Canada are first used by perpetrators in crimes and then destroyed.
